If there's a proposal to change the the OpenStreetMap logo, and it's
thought that it needs to go to a vote, then the constituency should be
the Project members, not just the Foundation members.

The Foundation's goal is to "support but not control the OpenStreetMap
project" - so spending OSMF funds to solicit designs to provide
suggestions and options to the project is all within remit. But the
final decision isn't ours to make.

Of course, not everything in OSM needs to be voted on (do-ocracy,
consensus, JFDI etc), but any vote should be by the Project, not the
Foundation alone.
