The database is CC-BY-SA and will remain so until OSMF, as the publisher 
of the database, proclaims otherwise.

This is not possible as long as the database contains elements that are 
not compatible with ODbL; these elements will have to be removed first. 
This removal is not a trivial process, and will be executed by a special 
bot written for that purpose.

After the removal is complete, OSMF will make an announcement declaring 
the database to be ODbL, and only then can data be used under ODbL.

The contributions from individuals are not licensed anything (neither 
CC-BY-SA nor ODbL); you make your contribution to the database and you 
grant OSMF the permission to publish the database under either CC-BY-SA 
or ODbL (or any other license as per the CT); OSMF then decides what 
license to publish the database under. Just because you have allowed 
OSMF to publish the database ODbL doesn't mean that this as any effect 
on your data as present in the current, CC-BY-SA licensed database.
