It depends on what you define "OSM" as, which isn't mentioned in the 
mission statement as far as I can tell.

If you interpret OSM as "the data" then no, operating the tile server 
would not fit under that definition.

On the other hand if you have a broader definition of "OSM", to include 
"OSM data in forms that are actually useful to the general public", then 
you could fit "aiming to be a full out replacement of google maps and 
all of its derivative services for free" under that definition, as that 
would be the best way to "make OSM available to all".

 From the replies of board members so far, it sounds like the points are 
to be interpreted rather widely.

But It feels this point is too vague to be of guidance to what OSMF (or 
the board) should aim for without further clarification. But perhaps 
that was deliberate, as this has always been a contentious point?
