I appreciate that concern. We did something similar here this year, and I
will explain why. For SOTM US, we identified the top 50 mappers based on a
few months of changesets[1]. We realized this method would not necessarily
identify other U.S. community members who have been exceedingly valuable in
other ways. To alleviate that concern, we had the scholarships[2] which
really nicely filled that void.
The reason why we really want to give a discount to the most prolific
mappers was threefold. Firstly, we did (and do) not know many of them in
person, and we wanted them to be a more visible part of our community by
taking away some of the barriers to attend a major OSM social. Secondly,
the blog post gave a level of public recognition that these very prolific
mappers had never gotten, at least not in the U.S. as far as I know.
Lastly, we wanted the SOTM US crowd to be as complete as possible a
representation of the U.S. community, and we felt this incentive would
contribute to that objective.
Alex (cc), do you have figures on how many actually took advantage of this
incentive?
