I would agree that the policy etc.  shouldn't be in the AoA and it should just refer to them. The wording does need consideration.  I.e. do you word is such that the board must follow the policy or still give it the discretion to expel by a vote?

When the new AoA are drafted I would suggest they are tested against scenarios to ensure they are fit purpose.  Some of these will clearly be mentioned in discussion and worth noting but it would be a useful further stage in their development.  Getting some legal advice might also be a good idea.
