In the Articles of Association we define how we want to be governed.
Amongst others: how we make our decisions.
Voting rights are not limited to "members" according to the Companies Act.
We can define another group of persons and give them specific voting
rights. As long as we're clear who that group is, what they can vote about
and how the vote can take place. There is a lot possible, as long as we're
clear on what we want.
E.g.: "active community members" is vague. When are you a community member
and when are you considered active?
If we want to, it's even possible to point to a specific traffic-light and
say that the what the signal is on a specific date/time is a
yes/undecided/no. As long as it is clearly written down in the AoA what the
procedure is.
