Mumble is low bandwith + low latency + good voice-quality. It is eg. 
used by the guys who do the German OSM podcast (Radio OSM).
Or set up your own SIP server (Asterisk), which could even support video...

Hint for WebRTC: only the newest Browsers versions should be used, only 
Chrome and Firefox work at all. And some months ago there had been still 
some interoperability problems between the two browsers.
