Just looked up the economical growth of Tanzania
http://data.worldbank.org/indicator/NY.GDP.MKTP.KD.ZG . It was seven
percent last year.

For comparison, for France and Germany it was less than 1%, the USA
1.9%, Russian Federation 1.3%, etc.

The economy is Africa as a whole grows about 5% a year. It is a strong
growth. The area of Africa is more than thirty million square
kilometers, it is about three times more that the area of the USA. So it
has unlimited natural resources, and therefore this remarkable
economical growth will continue for sure.

I doubt that an access to Internet or a smart-phone are an issue in
urban centers, and that they alone explain low contribution.
