The idea sounds reasonable, but I would argue that the most important thing would be some direction.  I think this is going to work better if there is an end goal in sight (raise XXXX to pay for YYYY), it gives something for people to focus on and a target to aim for.  I also think getting more funding would be an easier job with a clear strategy, so you can say there is something concrete that the money is going towards.

This has been proposed before and while I would prefer a slightly more
general finances group moving more of the operational aspects to the
working groups, I support it in principle. However in the past it has
been a moot issue because it would simply amount to handing out yet
another set of hats to the same group of people, that simply doesn't
make sense.

Obviously if a reasonable number of people would actually step forward
and offer to help the idea could be revived.
