I believe there might be a slight misconception about the background of
the text. The discussion has been going on at least since 2011 and there
have been a few iterations of its content (mainly by a now defunct
working group). I point to
http://wiki.openstreetmap.org/wiki/Foundation/Core_Values for reference
(and what has been added/dropped in the current draft).

As to the current document I think that it is not clear in
differentiation between common goals and common values (maybe it simply
needs a different name). I do applaud it for keeping the values mapping
related and not going off on a tangent, but in a way I believe the "How
We Map" text does a far better job of describing what we value in
contributing.
