You are mistaken: "this Database" is the database the licence applies
to, if you create a derivative database it is licensed on ODbL terms and
it becomes "this Database" and can, naturally, be part of a collective
database without violating the licence.

An extract of say, all shops in OSM, is a derivative database (we would
not require this database to actually be shared see the trivial
transformation guideline) and as such is licensed on ODbL terms and
could be included in a collective database, for example for rendering a
map, together with road data from your favourite city.
