If it were more restrictive we'd need a license change as well, but what
this guideline is about is not covered by "collective database", which
would require an unmodified OSM database: "Means this Database in
unmodified form as part of a collection of independent databases in
themselves that together are assembled into a collective whole."
So if you remove the OSM fuel stations and add fuel stations from another
data provider you could do it according to the OSMF guideline, but not
according to the ODbL (without triggering share alike on public use).
