Note however that the fact that both Ilya and Peter had no surplus votes 
and Martijn had only very few is somewhat unusual.  In the previous 
election the situation was quite different.

The STV principle essentially means if your #1 candidate was 'barely' 
elected your lower priorities have no effect since all your voting 
power went into electing this candidate.

Or in other words: you can not split your vote, you can just rank your 
priorities and your lower priorities only find consideration if your 
higher priorities did not have an effect already because of the 
circumstances.
