   I will only comment on the money-related questions:

We use the hosted instance of Loomio and currently don't pay anything
for it, but they finance hosting with donations so if we continue
using it, we might want to consider a donation sooner or later.

I have signed us up for their "bronze" plan which costs US$ 25/month
and would allow up to 10 private repositories. This can be cancelled
at any time.

(At least one OSMF working group - OWG - has been using a public
Github repository for issue tracking for quite some time now.)

You haven't asked for it but since we are talking about paying money
for software, we have also signed up as a "supporting member" of
CiviCRM LLC for US$ 216/year. This is voluntary but we felt it was the
right thing to do since we use their software and they have asked us
to support them.
