In general the thing that you vote on in such circumstances is a budget.
Now I believe Frederik has made some progress with something a long such
lines, but it is a fact that the working groups (speaking for the LWG,
but I believe it is not different for others) don't have approved
budgets for the year, which is a pain.

I didn't make the point before, but one of the pre-requisites to
employing somebody or entering any longer term contracts is having a
modicum of financial planning (see

current now as when I wrote it).
