Nothing has changed with regards recording who voted how. I've rewritten 
http://wiki.osmfoundation.org/wiki/Board/Minutes/2015-02-16#Voting_Mechanics 
to hopefully be clearer, both on what is currently released, and what 
was polled.

Quoting myself, this is what they now say.
