Small addition:

back in January i suggested that WG budget plans be published once 
approved - see:

I suppose this would also have included additional information on 
planned legal fee spendings.  So maybe this can be envisaged for next 
year's budgets - it is always better for everyone to have such 
discussion in advance than afterwards when the money is already spent.
