You've got something conceptually wrong there. Naturally services and
products offered in a country are subject to its regulations, you don't
actually need to have a place of business in the country in question for
that to be the case (not exactly news since a couple of decades if we
are talking about Internet based services).  If that actually has any
consequences depends naturally on many things, but for example it would
not be a big surprise if one day OSM was blocked in one of the countries
that have strict regulations on mapping.
