just one idea:
1) OSM usename can always be kept as a pseudonym => no problem.
2) question: is the foundation required to check wether the given real 
name is really the real name or could this also some kind of pseudonym? 
Because if the user tells you that he is called Max Müller (pseudonym) 
although he is in real called Dieter Schmidt (real name) you can't (or 
at least don't) verify.
3) And if the payment comes from Eva Schneider and says that it is the 
payment for Max Müller you will accept this. Right?
