Maybe I missed it, but why an 'administrative' project such as 'grand
privacy policy rewrite' could not be submitted?

As far as I am concerned, I can propose another non-software project:
audit the documentation (wiki.osm, help.osm, learnosm...) & propose
actions.
(echoing this other thread on talk@ about overhaul a page in the wiki,
but suggesting a global analysis from the point of view of various
profiles, newcomers included).
