I am a bit afraid that to do this OSMF would need to be a charity, which 
it isn't.

Here it says:
We are not a formal Charity, but a non-distributing company, effectively 
in the second tier without many of the restrictions that apply to 
Charities ... which unfortunately we do not have the budget nor 
man-power to comply with.

So I assume it is not possible. For making donations the best way in 
Germany would be to do this via Fossgis which is tax deductible.
