That is what I exactly meant. If can we have such a layer incorporated into the main account which can be invoked by all editors, the newbies can accustomed to the setup easily while lowering the erroneous edits.

While this is certainly an option, it might be better to have a sandbox that uses the main OSM account in order to lessen the confusion regarding setting up and managing user accounts, and avoiding the need to configure OSM API URLs like in JOSM. Something like the tutorial mode of iD, but applicable to any editor.
