Hi,
the board talked about checking that all mailing lists have a moderator
during their last meeting. I think that not only mailing lists are
important. We should also have an eye on the forum operated by the OSMF.
There are many sections on the forum but only some have moderators
assigned. Does that mean that complains about postings in other channels
end up in the mailbox of the administrators who might be unable to
handle them because they don't know the language or culture?

Most of these sections have been created by Lambertus before he handed
over the forum to the foundation. I think that it is time for some clean-up.
Every section of the forum should have an active moderator. The
moderator of a regional section of the forum must be a native speaker of
the language of that section to be able to properly judge the meaning
and tone of the message.
In addition, I think it might be a good idea to close all sections which
have a very low posting activity or which have a lot of postings which
do not receive any replies. If new users find the forum, post their
question in one of theses section and never receive any reply, they will
only be disappointed and think that there are no other mappers in the
region, when in fact these other mappers might simply be talking
elsewhere. That's why I propose to close the following "dead end" sections:
Crisis mapping
Magellan maps
OSMF
users: Albania
users: Cambodia
users: East Africa
users: Kosovo
users: Panama
users: Pakistan
users: South Africa
users: Sri Lanka
users: Turkey
users: Venezuela
The following sections might also be closed but the local community
should be asked beforehand:
users: Canada – mailing list exists and is active exists
users: Colombia – mailing list with some activity, many WeeklyOSM
notifications
users: Cuba – note: mailing list is dead, too
users: Czech – very active mailing list exists
users: France – very active mailing list exists
users: Ireland – active mailing list exists
users: Japan – active mailing list exists
users: Portugal – active mailing list exists
users: Romania – mailing list as active as the forum
users: Spain – very active mailing list exists
users: Sweden – active mailing list exists
users: Switzerland – active mailing list exists
users: United States – active mailing list exists
users: Uruguay – mailing list as active as the forum
After the closure of the sections mentioned above, following sections
without a moderator remain (language in braces):

Michael
