[Osmf-talk] Change deadlines and add questionnaire for OSMF board elections

There's a kind of implicit assumption in this thread that we know when
the next elections are going to take place. Maybe the board could
provide an indicative date given that a number of the ideas raised would
need a bit of time to put in place and wouldn't make sense if things are
going happen short term. Not to mention that knowing which and how  many
seats will be available would be nice too.
