Hi Christoph
Just as you I don't really see any real conflict. The ToU naturally
apply to a larger set of users, but does include contributors too. As to
liability: essentially the CTs say that we (the OSMF and the
contributor) will not sue each other for damages in the context of
activities covered by the CTs. That does not mean that a third party
can't sue a contributor, or a contributor can't get in to other legal
trouble (for example by mapping in a place where it isn't legal to do
so), and the ToU simply clarify that that is the contributors problem,
not the OSMFs (no change to how it is now).
