well, it's not too hard to become an "active member" for a bunch of sock
puppet account ... for, let's say, an outsource mapping company ;-)
What rather could be more interesting is, restricting the number of new
members per year to a fraction of the current number of members. I.e.
restricting growth to something "natural".

Except for years where one or even two members step down voluntarily.
E.g. 2015 4 persons had been elected.

In addition to your list, we could at the very least start with an extra
paragraph to the welcome mat to ask companies to refrain from paying
fees to employees, giving voting instructions, ... Kind of common sense,
but I'd argue that such a written code could help arguing.
