Forkability of OSM is an illusion. OSM is not a software project with at
most a couple of 100 active contributors, we have in total roughly 1.3
all time contributors and around a 100'000 more active ones. Non of
these accounts would be available to a fork (longish discussion of the
legal aspects omitted) and so any fork is immediately dead in the water
(and it didn't even work historically with an order of magnitude less
contributors, see FOSM).
