I think we should modify the August meeting agenda because it's confusing you -- a plan was not developed. As I stated in my previous email, at the F2F Joost and I took on an action to restart the microgrants process that had been stalled. That's it. Nothing substantial had been done since fall of 2018. After meeting on Monday of this week for a working session, Joost and I are hoping to write up a draft of the public documentation on the microgrants process, along with remaining questions, to present at the next Board meeting.

No, the main reactions to my inquiry were - as minuted:

* that there were no formal decisions made so there was nothing to be
minuted (which is not the point as i mentioned in the discussion since
it is established practice to in the minutes to not only document the
formal decisions but also the discussion leading to them as well as
discussions that do not lead to a formal decision).
* that the AoA do not require minutes that were taken or that might be
produced retroactively to be published.

No one in the meeting hinted in any way that the face-to-face meeting
might not have been a board meeting according to the AoA!

That was also said in the meeting (including the general intention to do
this).

As linked to the August meeting agenda mentions "a plan was developed"
(for microgrants).  Based on the assumption that the meeting was a
board meeting according to the AoA i requested seeing that plan and any
other plans that have been developed during that meeting.  I did not
request a word-by-word record of the discussion leading to the plan
(i.e. the 'brainstorming' part).  If the board wants to keep the
results of their meeting secret from the members until formal decisions
by declaring the meeting a non-meeting i think they should have the
guts to openly state this to the members.
