I admit this is a quite complex topic. At first glance there seem to be
many solutions available, but if you look deeper into it, many are
apparently abandoned (not maintained), some seem open at first, but then
are based on third party services (e.g. heroku = salesforce), or are just
partial solutions. So far I have not found any which would offer all of
these features (and maybe I have also missed some requirements, please send
a note if this is the case):

- allow for ranked voting and counting of Single Transferable Vote (STV),
- are not based on third party services of big corp / could be deployed on
own systems
- source code is available (preferably open license)
- offer a complete system (backend and frontend with authorization of some
kind) for online voting
- have votes cryptically secured in a way that they cannot be modified
later (as far as I can tell, I'm mostly ignorant in this regard).
