Well first up you would need to clarify what you mean.

* Their vector data with our style?
* Their vector data with their style?
* Client side rendered?
* Server side rendered?

The answer will very much depend on what combination of
those you are referring to.

In principle you would need to apply the guidelines here:

https://wiki.openstreetmap.org/wiki/Featured_tile_layers/Guidelines_for_new_tile_layers

and make an application to OWG explaining how it fulfils
those criteria - a good start is filling in the grid at:

https://wiki.openstreetmap.org/wiki/Featured_tile_layers

There is an extra caveat here however, that depending on
how you answer the initial questions then out current
technology stack may not be able to support the layer
in which case simply proving that the layer meets the
criteria doesn't really help.

Broadly speaking if you're proposing to use their style
and they have server side rendered bitmap tiles available
then it's easy. Anything else is less so.
