It is probably genuine but IranWelcomeBot has been told, sevaral times,
not to abuse the OSM messaging system for what they're doing (namely,
spamming everyone who has ever edited in Iran with their message). They
have sent thousands of messages in just a couple of days and are setting
a very bad example that will get their account suspended.
