great, this will hopefully lead to mass sign ups of active mappers that
aren't yet members of OSMF. The potential problem is that it might become
easier (more accessible for poor people) to stage sock puppets (for a
company, the 15 pounds a year were not a sufficient measure against this
anyway), but if there is some kind of control (checking that they are real
people who are also active contributors) it is potentially a great change.
