[Osmf-talk] AoA changes and new fee waiver for this year's AGM

I do share the concern about puppet accounts becoming members of OSMF by
the number of edits. OSM contributors that are linked to corporate editing,
must be excluded from this qualification to become OSMF members for free.
about the rest, great job and do agree with the time line of being board
members (6 years should be the maximum from my perspective)
