I think the fact that they apparently did not react to contact attempts
more than two years ago - see
https://wiki.openstreetmap.org/wiki/Lacking_proper_attribution
with either a reply or by quietly adding attribution to me is a clear
statement they don't think they need to. Not making such a statement
explicitly but 'playing dead' instead is part of the standard
repertoire of corporate communication.
(IIRC back in 2017 OSM was at least acknowledged in the general website
ToS (https://www.planet.com/terms-of-use/) but today it is not any
more. That would be an even stronger statement of showing the OSM
community the finger).
