[Osmf-talk] Funding of three infrastructure projects : Nominatim, osm2pgsql, Potlatch 2

Dear All,

The three projects the Board are holding up for support were submitted 
for microgrants.

Coming out of the recent microgrant process I saw three main approaches 
followed by applicants.
1) Building systems to enable or enhance OSM information technology.
2) Building membership and formal organisation of the OSM locally around 
the world.
3) Building the store of geographic data available to OSM.

I support the first two approaches.

The third approach I cannot  support for funding purposes. We have 
traditionally relied on voluntary work to provide data, and I believe we 
should continue to do so.

On the second approach, the microgrants process has now supported the 
building of membership, and I hope it will continue to follow and build 
on that approach in the future.

On the first approach, systems enhancement, the feedback I would like to 
give is that I note and applaud that the Board has supported these three 
systems enhancement projects and I hope they see fit to support them 
with long term and larger grants.  I am especially enthusiastic about 
intent of the proposals to reduce technical debt and improve documentation.

I am however concerned that systems enhancement appears to be 
/ad-hoc/.   To ensure that the enhancement of systems is done properly, 
while agreeing up-front that there are many ways to define 'properly', I 
support the resurrection of the Engineering Work Group.  Once the group 
is running I hope they will start by thoughtfully defining their purpose 
and approach.
