Thanks for the comments.  This does provide quite a bit of additional
useful info though it does not in my eyes address my core argument -
namely that there is a lack of substantial justification for engrossing
culturally highly distinct regions in the scope that are not
substantially represented in the organization as local OSM communities.

What you write in that direction:

implies that you consider small local and culturally distinct
communities in Oceania to be inherently incapable of forming a
sustainable independent local chapter on their own.  Could you
elaborate on your reasoning behind this?  Why do you believe that to be
the case?

And to pick up the comment from Yves:  Why do you think it is overall
useful for a local community in the strive to form an independent local
chapter to be engossed in a supranational local chapter before?
