My argument however is not built on the cultural homogenity within
national local chapters, it is built on the need for representation of
all distinct cultural directions within the spatial scope.

I lack the detailed knowledge of the OSM community in Belgium to say if
there is such representation but i see no clear indication there is
not.  From the Swiss local chapter i know that the different language
regions in Switzerland are very unevenly represented in the LC and i
consider that a bit of an issue (and i am pretty sure the Swiss OSM
community does as well).  However Switzerland compared to Oceania has
much stronger cultural bonds within the area across language boundaries
and a common legal and economic system of course - not to mention much
closer spatial proximity in the first place.
