Well IMO ish, I suppose is for them to be non-overlapping. A LC is
supposed to be OSMF's representative, and it might get confusing if you
have 2+ official representative.
The local chapter agreement says “OSMF won't establish another LC in
[area] without consulting you”. So it was envisioned that they might
overlap.
Currently OSM-UK covers the UK, and OSM Ireland covers the island of
Ireland. i.e. Northern Ireland is covered by OSM-UK & OSM Ireland.
I'm sure OSMF & OSGeo Oceania can amend the contract later, if we want
to remove $COUNTRY/$REGION from OSGeo Oceania, and instead grant that to
$OTHER_ORGANISATION.
