hello,

just to clarify, our NGO is exstiting from 2009, with around 15 members
with voting rights throughout the history.

in practise, I cannot remmeber a single denied application. it is just
a routine decision now and then (unfortunatelly, the number of application is very low)

we had this put in place to limit hijacking NGO to different purposes.
there are no possible provisions to make parts of AoA unchangable, so
this (two year waiting period) was the only option we could come up with. 
I'd be happy to hear suggestions or good practices from other local chapters 
(against this rather paranoid threat)
