[Osmf-talk] What OSMF board is actually doing

@Simon Poole <simon at poole.ch> as a relative newbie, I think linking from
the wiki is a good idea. For good or for ill, it's the go-to resource. I
didn't even know the foundation had its own site until recently.
In fact, while I understand the need for an official repository/noticeboard
under the sole control of the board, I feel it would be good if the centre
of gravity for OSMF documents shifted from there to the general wiki.
Besides not multiplying channels (which in OSM-world seem to be
fractal-like in their fecundity), it would emphasise OSMF as part and
parcel of the wider community. (Legally it's a separate entity, of course,
but I think I've understood that that is not anyone's intention.)
