[Osmf-talk] Non-functional status links to local chapter applications

Those who are subscribed to the OSMF wiki RSS feed might have seen this
as well - today links were added to the local chapter applications
page:

https://wiki.osmfoundation.org/w/index.php?title=Local_Chapters/Applications

in the status column leading to for example

https://gitlab.com/osmfoundation/board/issues/208

which does not seem publicly accessible.  I am not quite sure about the
meaning of this - it seems to me that details on the status of the
local chapter applications is something that is useful for everyone to
see to better facilitate the process, especially since this process
will ultimately involve a public consultation.
