[Osmf-talk] Non-functional status links to local chapter applications

Hi Christoph,

The Board uses Gitlab for issue tracking. Some members had been using
Gitlab before, but some others did not want to use that closed source
platform. As a compromise (my suggestion btw), we moved to Gitlab, as this
was deemed acceptable by all the Board members. I'm not sure if there's an
official record of that decision, but there are mentions in the 2019-03-20
and 2019-04-24 Board meeting minutes.

It's practical to have all open issues in one place. We do not want to have
all those issues and comments open to everyone.
One of our new members posted a link to an Issue at that page on a site
that is in fact public. In the case of Local Chapters, the Board first has
a back-and-forth about the chapter application. Once we feel like the
application is complete, we go to consultation of both the local and global
community. This is all nothing new; before Gitlab the Board used a private
Github and a closed portion of the osmfoundation wiki. We open up the
conversation to a wider audience only when the first steps are done. We

I've seen a suggestion to self-host a git software, that might have some
advantages of course. Though git softwares are of course made for software
management in the first place, the issue tracking logic there is very
similar to what organisations need. These platforms are quite popular for
that, not in the least amongst less technical people.
