Do i understand this correctly that this information is not available to
the members not because you have a specific reason why *this*
information needs to be kept private but because the board has *in
general* outside the board meetings a 'secrecy by default' policy, i.e.
every communication among board members or documentation of board
actions is by default not public and no one on the board has invested
into specifically making this an exception?

My question was not about this.  I have in the past [1] suggested to
introduce a dedicated OSM issue tracker for the OSM community and it
would of course make sense for the board to use such if it is available
(and the fact that the board uses gitlab is testimony to the fact that
there is a need for issue tracking tools within the OSM community) but
as long as this is not the case using an external service (in
compliance with existing OSMF policy of course) is a reasonable option.
