Hello John,
Again I will try and answer your question for OSMweekly. OSMweekly gives a summary of events  that have happened in the OSM world or the general geospatial community and have been reported elsewhere (blog posts, mailing list discussions, tweets, announcements, etc). Therefore every submission to OSMweekly has an external reference on the internet which is added to summary for readers who might want to know more about the particular topic.
So just as you mentioned "You may use you OSM blog etc to create an article" if you are the originator of the intended submission.

The second which is more aimed at the OSMF board or probably Dorothea is the current instructions to make a donation cannot be followed as they stand for everyone.  The reference field is simply too short for many users.

It also needs clarifying should you put in your name as the instructions currently say or your OSM username?

The stupid question on names is which characters can be entered?  This is not trivial as many OSM usernames use characters outside Latin Alphabet one.

I think once the donation instructions are clarified and corrected then that is the time to put something in OSMweekly.

Just as you made a reference to the wiki article on the International Bank Transfers, you need to use a reference link to share information on weeklyOSM. So you can use the wiki link in your email to submit your post to weeklyOSM.

The process is you do a normal transfer of £15 and ignore the fee.  When you put in the bank account details it recognises it is transferring to a transferwise account and removes the fee.
 
One problem is the length of the reference field
 
"donation Johnwhelan" doesn't fit.  "Don Johnwhelan" does so perhaps change the instructions to "D osmuser name"?  I assume it should be the osmuser name not "[your name]"
 
I'm not quite sure where this information should be sent.
 
I thought about weeklyOSM but got stuck at the point where it says:  
 
 Step 2: Insert the link you want to give us in the search line
 
Well yes but link to what?
