I like the draft and find many of my concerns reflected. I especially liked:
* aiming not to displace volunteer work (it is not worded as a
commitment but being aware of the issue is good enough for me)
* preferring candidates with an OSM volunteer background (again weak
wording but the right signal)
* workers' moral duty is to the OSM community (again this is worded in
an aspirational way and not binding but how will you make something like
that binding).
* not automatically replacing a contract that ends to avoid bloat (even
though I recognize this, too, is more aspirational than anything)

I hope that "a document like this" doesn't mean that the bits that I
liked will be thrown out because they are too cumbersome ;)
What I would like to see additionally is:
* re. organisational bloat, this can not only occur by replacing an
ended contract, but also by keeping on people after the work they were
hired for is done. Have you thought about the distinction between hiring
someone for a permanent thing like sysadmin help vs. a project-based
thing that has a completion date? Would it make sense so say something
about project-based contracts and that they naturally end when the
project is over?
* re. transparency, I would like to see a statement that says: "In our
contracts with workers, we will refrain from using any confidentiality
clauses that restrict workers' freedom to discuss their work with the
community; confidentiality will only be required where information
security or privacy demand it" or something. That's to avoid a future
micro-managing board creating a climate of fear among workers by
threatening to fire them if they tell the community what they're working
on. Without such a commitment, you might end up applying blanket
confidentiality rules present in many default work contracts.
