If any text matters, it's the AoA. The argument "wording could just be a
formality" can be brought up in any case where the AoA contradicts the
interests of the Foundation and the OSM community.
As Simon wrote, such strange rules should be explained in the
application. Before we do not have any explanation, most discussion is
based on guesswork. Therefore, I propose to defer the application and
ask for clarifications by the applicant.
