No. Committees aren't really used much by OSMF. No one wants to replace 
working groups.

When the Board wanted to look at "Diversity", we formed a Special 
Committee. There was a suggestion to create a full Working Group, but 
that would be seen as a permanent group, which would always need to be 
working, and some people wre not comfortable with that. So we created a 
"Special Committee". Since we wanted non-Board members on it, we 
couldn't create a committee.

The AoA amendment idea is just a way to address that issue.
