Tax and social security authorities tend to decide these things based on
the actual terms of employment, and trying to obfuscate the
relationships by "naming" them something other than what they are, is
likely to get you in to more trouble, not less.
In general a contractor that is 100% depedent on a single employer over
a longer period of time, isn't one. If that causes serious issues in a
cross border situation is something that is complex to determine, and
I'm not offering an opinion on that.
