[Osmf-talk] OSMF LCCWG Moderation Subcommittee Call for Participation

Thanks Clifford, All,

1. If I'm reading this correctly, I understand that the LCCWG Moderation
Subcommittee expects that whatever the new Etiquette Guidelines it drafts
will be binding for OSMF-talk and talk mailing lists, and recommends
against "unnecessary delays" such as might be introduced by, for example,
an OSMF membership vote on adoption of the new guidelines. I'm wondering if
this is not a little too much expediency? I for one would be a little
reluctant to say I already agree with the new Etiquette, considering it has
not been drafted yet.

2.  Unless I am mistaken, the original Board decision (
https://lists.openstreetmap.org/pipermail/osmf-talk/2020-December/007599.html)
stipulated a "consent of the governed." However, the Subcommittee's Plan
recommends "that the OSMF Board is the final point of approval of the new
moderation process." I'm wondering if it was considered that the OSMF
members - or indeed the broader OSM users and community - could be the
final point of approval, which in my mind would give the new policies much
greater legitimacy?

3. The current Etiquette (https://wiki.osmfoundation.org/wiki/Etiquette)
mentions not only the OSMF-talk and talk mailing lists, but "Mailing lists,
web fora, and IRC channels." I think without stretching it too much, the
hope would be that the Etiquette extends to other common OSM channels as
well, for example, changeset discussions and Telegram groups (perhaps this
could be a mention in the new Etiquette itself?). If the current Etiquette
is replaced by a new Etiquette, the new Etiquette might also by implication
extend to all these channels - however, this is not explicitly mentioned in
the Scope of Work. Can you please comment on how this would work?

4. I'm curious about participating and I see the form you are linking below
asks a few questions about the interested individuals. Do these questions
act as selection criteria to ensure representation of various groups, or
can anyone join the process through any of the groups?
