I find this an interesting and highly worthy discussion so far (thank you to participants), though a minor comment regarding the various "channels" of communication: I strongly believe those which are directly under the purview / explicit administration of OSM, like mailing lists, web fora and IRC channels (and if these are not, they should be because they could be), we certainly DO want to promulgate "the new Etiquette." However, while we might WANT to promulgate it into other "channels" which are NOT directly under the purview / explicit administration of OSM (but have the OSM name / badge / "Foundation Identity" associated with them), like Telegram, Slack and social media "channels," I'm not sure whether OSMF can do so. We certainly want to extend our strong desire for "the new Etiquette" here, yet it may be that the existing "guidance" on those channels is all that might guide, or even override, fully ruling no matter what OSMF might say in addition to that. Or, those not-OSM channels might have guidance which actually does "guide initially," as we can make ADDITIONAL requests / requirements for "the new Etiquette" here, but all we can do is request, but not necessarily require and / or enforce anything beyond that. I'm not sure about this, but it certainly deserves some legal analysis.
So maybe there are "the same rules," but "two sets of them:" one applied to those which are doubtlessly inside of the OSM tent, another (could be the same rules, but with different / "partnered" application of those rules) for those which are outside of the OSM tent, because they are hosted on third-party servers, with third-party laws and User Agreements / Privacy Policies, their own version of "Etiquette" rules, et cetera.
Thanks for considering what seem like important distinctions about this.
